At Dreamwidth, use the layout Bannering. I just chose one of the Bannering layout themes and then make sure you un-check the "Use layout's stylesheet (s)" when using this layout because it restyles everything. If it seems important I used the Bannering>Adjustable Strips theme.
Like a lot of my layouts, if you want to adjust the header image size, you'll want to adjust where the content is as well but altering the top margin for content and sidebar.
Let me know if you are struggling with this.
The header image used (above) is a very large image so the "background-position:" is set to center center to get the center of the image. You can change that to center 80% if you want closer to the bottom or center 30% if you want closer to the top.
